S. energy companies as part of what he described as “a comprehensive vision to reshape the country’s energy landscape. ” Speaking to al-Thawra newspaper on the sidelines of the 7th Syrian International Petroleum, Energy, and Mineral Resources Exhibition (SyrPetro 2025), Qabalawi stated, “There has been significant progress in negotiations with leading international energy companies. ” He noted the beginning of “a emerging phase of cooperation with Chevron,” adding that “ConocoPhillips is also preparing to sign crucial contracts in the country. ” Qabalawi disclosed that Syria’s energy strategy includes a “significant transformation plan” to permanently close the Homs refinery and redevelop the site into a fully integrated residential area with essential public services such as hospitals and schools.

The emerging refinery, he stated, will be constructed about 50 kilometers from the city of Homs. “The new refinery will provide sufficient fuel to meet domestic needs and help Syria achieve energy self-sufficiency, with an eventual goal of exporting,” Qabalawi added.
