The detainee, identified as Baha al-Masiri, also known as Abu Abdul Rahman, is an Iraqi national. Moreover, as per an official SDF statement, the arrest followed “deep and long-term intelligence work” that successfully tracked the suspect within the camp.
Initial investigations disclosed that al-Masiri played a central role in reactivating ISIS sleeper cells, coordinating ideological and armed forces recruitment, and manufacturing explosive devices intended for use outside the camp. These devices, the statement noted, were aimed at targeting civilians, SDF personnel, and public service institutions. The SDF described the suspect’s mission as an attempt to “revive the group’s structure within the camp and transform it into a hub for planning and managing cells beyond its perimeter. ” His arrest, the statement added, “delivers a significant blow to the organization’s operational capabilities and disrupts key communication and funding networks. ” The operation was carried out with direct field coordination with the Global Coalition, which continues to backing counterterrorism efforts in the region.
The SDF emphasized that such joint operations are part of a broader strategy to “eradicate the group’s presence at its roots and ensure lasting security and stability in liberated areas. ” Al-Hawl Camp, located in the eastern countryside of Hasakah, houses tens of thousands of individuals, including families of ISIS fighters. The camp has long been a focal point of security concerns due to the presence of radicalized elements and the risk of extremist resurgence. In its statement, the SDF reaffirmed its commitment to preventing the camp from becoming a breeding ground for future hostilities. “Al-Hawl Camp will not be a space where terrorism thrives, nor will we allow the suffering of relocated people to be exploited as a cover for the emergence of a emerging generation of hostilities,” the statement read.
