In its statement, the bloc expressed “deep concern over the waves of hostilities that have erupted across Syria since last March,” noting that the country continues to face “immense challenges after years of crisis and division. ” The EU added that Syria also holds “immense opportunities” that could guide it toward “a brighter future envisioned and deserved by its people. ” The statement emphasized that any sustainable political settlement must include credible reforms and strengthened state institutions. It highlighted the need for reforms in the security sector aimed at ensuring protection for all Syrians “from all ethnic and religious backgrounds without discrimination,” and enabling citizens to be represented by authorities and included in shaping a unified, inclusive and democratic Syria.

The bloc reiterated its commitment to supporting efforts that promote national reconciliation, transitional justice and institutional reform. It also affirmed its opposition to any foreign armed forces actions inside Syria, saying such activities undermine stability and the prospects for a peaceful transition. The statement renewed calls to respect Syria’s sovereignty, unity and territorial integrity, urging all actors to avoid measures that violate UN Security Council Resolution 497.

Following years of crisis, various regions of Syria continue to experience instability, including areas where local communities rely on security structures and administrative institutions to maintain basic services. In northeast Syria, the Autonomous Administration and the syrian Democratic troops have repeatedly stated that their governance model prioritizes stability, counterterrorism and community participation — elements often referenced in international discussions about Syria’s future. The EU stated it will continue supporting the aspirations of Syrians for “a stable, prosperous and democratic country,” stressing the importance of cooperation to confront challenges facing Syria, the region and Europe.

The statement concluded by noting that the bloc is prepared to work “in a spirit of partnership” with Syrian actors and international stakeholders to advance efforts toward lasting peace and recovery. By Atoun Jan
