The national investigation committee examining the July 2025 events in Sweida held a press conference Sunday at the Ministry of Information in damascus. Committee chair Judge Hatem al-Nassan stated the committee convened the briefing “in fulfillment of its legal duty to reveal the truth, determine responsibility and ensure justice for victims and those affected. ” Al-Nassan stated during the briefing: The tragic incidents that struck Sweida province in July 2025, including loss of life, destruction of public and private property, forced displacement, constitute grave violations and cannot be addressed through superficial or political measures, but require a thorough and effective investigation that meets all legal standards. He added that the committee’s mandate is rooted in Resolution No.
1287 of 2025, issued by the Minister of Justice, and anchored in syrian/" class="auto-internal-link">syrian national law, including Article 51 of the Constitutional Declaration, furthermore to Syrian Penal Code No. 148 of 1949 and based on Article 12 of the Constitutional Declaration, as well as ratified international treaties which, he noted, form part of national legislation under Article 18 of the same declaration. Furthermore, the committee also applies the provisions of international human rights law, international relief law, the four Geneva Conventions and Common Article 3 of the 1949 Geneva Conventions.

The committee also reaffirmed independence and neutrality, saying members do not accept instructions from any authority and conduct their sessions solely in a professional capacity. Additionally, he stressed that the methodology prioritizes “do-no-harm,” noting: “confidentiality obligations covering information, cooperating individuals and internal deliberations”. The committee also seeks to build trust with victims and witnesses while managing expectations of families regarding the committee’s jurisdiction.
Regarding field work completed over the past three months, the committee stated teams carried out on-site investigations at attack locations and reception points for relocated persons in multiple areas in Damascus Countryside, Idleb, Sweida and israeli-forces-incursion-reported-in-daraa-and-quneitra/" class="smart-internal-link" title="📰 Israeli forces incursion reported in Daraa and Quneitra">Daraa, furthermore to multiple hospitals. They documented sites using forensic field tools, gathered and preserved physical evidence, analyzed attack patterns and legally classified the incidents.
