The Fuel Committee noted that the widespread use of makeshift oil refineries in the Deir ez-Zor countryside has significantly contributed to air pollution and caused severe health problems among local residents, prompting the decision to move them.

These makeshift oil refineries, used to extract crude oil derivatives, are common across Deir ez-Zor and other parts of northeastern Syria. Reports and medical studies indicate that toxic emissions from these refineries have been linked to respiratory illnesses, chronic health issues, and severe skin diseases among nearby populations.
